Message to Members:
As you know,
65% of voting CEPACC members rejected the recent tentative agreement with Bell Aliant which had been negotiated through the
Common Interest Forum (CIF) process.
Last week, the Common Interest Forum met in St. John’s to discuss the outcome
of the vote and to consider next steps.
Given the percentages on the vote and the feedback received from members at the ratification
meetings, it was decided by the Forum to step back and to take some time to reflect on the situation. There is
clearly a need for more openness in the process, and to that end, the CEPACC representatives on the CIF will be meeting with
the provincial locals’ leadership to discuss the matter thoroughly, share more information and seek their advice.
Meetings have been scheduled with local executive boards through the early part of July.
Following the
local executive board meetings, the Common Interest Forum will meet August 3rd and 4th to review the process and
to consider how to proceed.

The CEPACC Election Committee has conducted the vote count for ratification of the proposed Collective Agreement.
The vote results are: 65% of members who voted, rejected the proposed Collective Agreement.
The current Collective Agreement will remain in place until December 31, 2011.

Through the Common Interest Forum, the Council and the
Company have reached a tentative agreement with several major changes to the existing collective agreement. The proposed expiry
date is December 31st 2014.
Attached below is information relating to the tentative agreement. If there
are any questions, please do not hesitate to contact a member of your Executive Board.
Voting is
to begin this Monday May 3rd at the Loyalist Inn in Summerside (195 Harbour Drive) @ 7pm.
The vote in Charlottetown
shall be on Monday May 10th at the Dutch Inn (TransCanada Hwy, between North River and Cornwall). There are 3 opportunities
to vote: 9am - 2pm - 7pm.

Through the Common Interest Forum, changes to the Collective Agreement were proposed and then these changes were
approved through a ratification process involving the Bargaining Unit employees. The purpose of this Advisory is to make you aware of these changes
and how they impact your employees. The changes to the Collective Agreement are in three key areas:
- Per Diem
amounts as identified in Article 19 of the CA.
- Reimbursement for some Safety Footwear,
as identified in Article 10 of the CA.
- Inclusion of Group
Assured Access in Article 28 as part of the Flexconnect
program.
Changes to per diem amounts
The changes to the per diem amounts, currently shown in your Collective Agreement in Article 19.07 are as follows,
and are effective as of July 3, 2009. If employees have been reimbursed for per diems using the
old rates since July 3, they are eligible to submit the difference between the old and new rates.

Safety Footwear Reimbursement changes.
With respect to Safety Footwear, the change was made to Article 10.08. This change resulted in
an increase in the reimbursement amount for Line Boots as shown in Article 10.08 a). The amount eligible
for reimbursement has increased to $300.00 for Line Boots (for employees who regularly climb). Another
change is that ‘an additional $40.00 can be made available, at the discretion of the manager, for employees who can
justify the need for a fully waterproof Safety Boot. If employees have submitted receipts for line boots
or waterproof safety boots, the new rates are effective as of July 3, 2009 and employees would be eligible for the
difference between the old and new rates.
Inclusion of Group Assured Access
Article
28.02f) was amended to reflect the addition of Group Assured Access into the Flexconnect program. The changes to the Flexconnect program are effective this
fall as per the Connexion communications on the topic.
